On the topic of IDP, I think a more broader discussion on population within PL needs to be had imo. There are two fundamental economic issues with Puntland that is stalling its development:
1) Population. Demography is destiny. The population of PL has shrunk by 1/3 (some say even more) since the 'establishment' of FGS. Over the last decade or so, a lot of the non-locals have travelled to Mogadishu in search for more opportunity, given it is the capital. PL needs to figure out policies/incentive to increase the population, ideally attract those from other regions from mindlessly flocking to Mogadishu to reroute and choose PL - that ofcourse will have greater economic benefits. My proposal is to replace the capital from Xamar to Galkacyo, that way PL can enjoy greater economic benefits of populace who will inevitably enter PL cities and the population will increase.
2) The abandonment of coastal cities as an economic hub. Placing IDP's there and making these towns into places that have a greater population, with the opportunities naturally there ready for any level of investment. IDP's can be utilised in coastal towns, from Murcanyo to Bargal to Xafuun to Bayla to Eyla to ofc Garcaad, the whole coast is a treasure trove which PL govt has simply abandoned for the Bosaso - Galkayo line of cities. So much potential. But it all starts with population.
Those who critic PL mention it has sand dunes and a desert because of its arid nature, but they forget how large of land mass PL is (Bari, one region alone is larger than Qatar). Population and location are the two primary concerns of PL and IDPs should imo be welcomed and made economically active if utilised well (so can youth who run of to Magafe, but that is for a different conversation).

PL's greatest resource need today is population, therefore IDP's and locals flocking to Mogadishu need to be diverted to move to North East. How? Incentives, industrial openings, coastal economic investments, etc. That is short term, longer term, it must persuade IC that Xamar isn't fit for being the capital and to move it before the constitution is finalised. Choosing a central, more neutral and manageable city (Galkayo).
PL needs to be practical, yes there are serious disagreements with Xamar, however we need the shacab on PL side, a population influx would be the greatest resource to PL right now, more than investment (which will come after).
Mogadishu would actually benefit and grow with a lesser population placing strain on its resources and housing. PL would immensely benefit from the reverse. The solution I keep stressing is for those who keep senselessly stating #PuntlandFirst to understand that Somalis as a population is necessary for PL's growth. To isolate is firstly not pragmatic (SL have tried secession and it has only enriched Western opportunist politicians who campaign couple times a year, receive a hefty fee and move on with their real work knowing this will never move the needle).
