There was a direct headcount done in 1974-1975, maybe it was inflated slightly to get more aid to purchase weapons, what you said is somewhat accurate, no one can really get a correct population count for a nomadic population.These census are joke, yet not 1 somali who was born in the 50s say anyone ever came to count them. Somalis believe anything written without verifying if this is even true reality and verified locally.
I asked my grandmother no census was ever done in Somalia, more spreadsheet script kiddies. Ask any Somali did the literacy program happen thousands will say yes but census

No one can tell you where these numbers came from. Probably a complete guess.
