If the capacity for the venue was 600 then 1400 weren't allowed in. I wouldn't call that a small number

The small number are those involved in the disturbance .1600 people rampaging would cause major damage and be big news . Besides,most people arent looking to get nicked and spend 24 hours in a cell .
