Just for clarity, Somalias offshore oil potential is estimated in the 30 billion barrels, just from GM to JL. 5bn is about the same level as Oman. Good potential, however let me remind you Singapore became wealthy because of investment in its people and education. Oil wealth is a good jumping point off if used correctly.
