A study of DECENTRALIZED political structure for Somalia
This book was cosigned by the EU & UN on how to make sure a Government doesn't form in Somalia through federalism. The best thing for somali government is to strip these governors (not presidents) half their power. Somalia has one president and these men are just governors.
 
Federalism doesn't hold Somalia together. It divides us by settin up regional states along clan lines. Slowly dissolving Somalia as a nation which enemies of Somalia want.

Who took part in forming the federal government of Somalia? Djibouti. Somalis need to take Djibouti as a threat. Djibouti would cease to exist if we form a proper country.

Somaliland is competing with them economically and they dont like it. The fat tyrant Ismail Guleh was behind the anti-UAE base protest in london. If somaliland keeps moving forward, Djiboutis true colours will show.

Even if we go back to Centralism, every region with have a certain clan as a majority, the parliament will still look the similar if NOT identical.

Federal model is not that bad 4.5 is here to stay i doubt that there will be major changes any time soon.

Autonomous states should and will take orderds from the feds since they fund them.

Defending national intrest comes first rather than clan intrest.

Federalism is not bad, but federalism based on tribalism is, i would say lets keep Puntland and Somaliland as federal states and demolish other states in the south, unite the south
 
Federal is bad when the governors of states act like presidents and abuse their authority. In that case he the president must remove them

and then maybe then come to the negotiating table.
 
Central gov should be a future goal, trust needs to be built before that happens. Only negative aspect of a CG is neglect of other parts of the country. Federalism allows resourceful states to develop infrastructure, which they otherwise wouldn't attain through a central government.
