Africa Intelligence: Hargeisa resists, but wants a way out of the Puntland crisis

As the military pressure exerted by Puntland on Somaliland troops intensifies in the border region of Sool, the Somaliland minister of foreign affairs Saad Ali Shire is in process of losing the diplomatic war of words being conducted by Puntland. The city of Garowe has managed to convince the international community, and in particular the United Nations special envoy to Somalia Michael Keating and the countries of the region, that the Somaliland president Musa Bihi Abdi is the aggressor in a conflict in which Puntland is seeking to regain control of the border village of Tukaraq from the Somaliland government. In an attempt to demonstrate its good faith, Somaliland has let it be known through a statement by its minister of foreign affairs on 13 June that it is in favour of a diplomatic resolution to the crisis. In response, the Puntland's Minister for Internal Affairs Abdikarim Hussein Guled has said he is willing to engage in peace talks providing that Somaliland respects a definitive ceasefire in Tukaraq and that both parties undertake to free their prisoners of war.
