This defies logic and goes against the regional interest; if foreign powers, say NATO wants to use .Et as a force to fight their wars, then why not stabilise it by offering Tirgay & Amhara regions more carrot than stick, and reign in Abiy, the lunatic?

Yes but if abiy were to mobilize soldiers, or wanted to, he could forcefully do it, and could mobilize at least a few 100,000. the navy has already been in the works for 5 years; and ethiopia being poor, it's obvious those funds came from elsewhere.
