It was actually the Military generals and not gaas that said they won't move an inch.
It says there were differences of opinion between the higher ups in the administration. Some indeed stressing that spilling Somali blood and creating more tensions is not the answer. But one thing the army generals stated is that they will not move an inch until given the right resources for a long operation spanning the whole of sool.
