If there's a solid govt with real rules and systems in place, I can't see why weapons supply will be a problem. The reason why weapons supply is denied today is cause there is no solid law among Somalis realistically. They would trust guns with reer miyi folks rather then city folks, at least they have a damn xeer system!!!
