ATMIS to AUSSOM?

According to some draft documents, the post-ATMIS mission will be called the AU Stabilisation and Support Mission in Somalia (AUSSOM).

Some emerging details:

  • To run between 01 January 2025 to 31 December 2029
  • To comprise 11,911 personnel, including 85 civilians, 11,146 military and 680 police personnel.
  • To run across 4 sectors: Sector 1 (Mogadishu City and Banadir Region and Lower Shabelle), Sector 2 (Lower and Middle Juba and Gedo), Sector 3 (Bay and Bakool), and Sector 4 (Middle Shabelle, Hiraan and Galgaduud regions)
  • To be funded by a dedicated funding mechanism, through UN assessed contributions in accordance with UN Security Council Resolution 2719 (2023) …be established to guarantee the financial stability of the mission.’

Another interesting detail from the source: Indications are that FGS seems to be insisting to assume greater control over the operation of the mission and to use the mission more like forces contracted by the Government.

New mission is only for a year not four. Also, they will only be in major cities protecting key infrastructures such as ports and airports.

Long story short, the Africans are dicussing what to do next in Somalia and preparing a concept of operations (CONOPs) for the post-ATMIS mission which should be finished by tomorrow. The mission will include a number phases and you can find some writing about the topic that diligent Africans who remain apprised of your circumstances have taken the time to produce.

After the Africans are done deliberating your fate, they will present their plans to the Europeans (UNSC) and they will review the plans on August 2nd 2024 and at some later point reveal those to you.
 
Heard the same thing, they can continue to stay as long as the FGS wants

AMISOM and subsequently ATMIS were authorized under Chapter 7 UN which is legally binding on Somalia. They cannot reject it.

Look at the language of the resolution. The African Union is in leading and the FGS is consulted as one of the stakeholders. The FGS has a say but is not leading the operation.
