Bro Somalia is a huge country with small population there are pockets of unpopulated land that could be created into a city that way no qabiil lives there. Central Somalia would be ideal that way it's close to most big cities.

As for qabiil there's no need to get rid of it. Qabiil itself is just simply your heritage and your ancestry it's the fact that certain somalis view themselves superior makes it bad. If the govt just simply did a proper clan census across Somalia and allocated seats based off of population then everyone would be satisfied OR hold 1m1v elections that way the person that the most people want sits on the seat and the majority is happy
