Being atheist doesn't necessarily mean you are intelligent or competent. It just means you don't have the problems that come with religion. Although if you're smart enough to discard religious nonsense, you should have enough intelligence to get things done. He was just a dumb atheist, like millions of people.

Siyad Barre probably did not even know who Karl Marx was, he was an opportunist who forged an alliance with the Soviet Union. No point talking about his sins now he is dead but lets just say his actions were not Islamic. However, our Awoowos barbecued stolen camels and celebrated the death of an enemy clansmen when they were not doing the killing themselves. If he ain't a Muslim because he has blood on his hands, then so do a lot of our male ancestors.
Nonetheless, he might be indirectly responsible for making some Somalis atheist. The young Somali men who were sent to Communist countries for military training were subjected to indoctrination. Many came back with a taste for Biyaha Kulul and a belief that Religion is the Opium of the People.
