I mean it sounds cost effective, is this bad? Upgrading the current road and the adding the parts that are missed.

That's not true, the road between Hargeisa and Berbera were upgraded from 2014 to 2016 with $80m SDF from EU.

The Berbera corridor is brand new Road linking Berbera to Wajaale.

The details are unknown, it will be public sooner or later.

I mean rebuilding a road or upgrading it seems the most effective.

I find this a little weird, the corridor in the end is expected to allow for good flow of traffic into Ethiopia. As long as that is achieved it will be fine.
