Berbera has a small population why is that

You need a forest to see a slight change in the climate. Been to Berbera once when I was young. I tried taking my sandals off and walking bare-foot. Only lasted 2 steps.
Berbera has more and better roads than Hargeisa. Guess to show how bad the mayor and local gov is over there.
