Hire westerners to run your country
Hire westerners like civil servants, city planing, headmasters etc to run your country.

You hire someone who worked in Copenhagen city council for example to be in charge of Hargeisa alongside a team he or she chooses.

You hire a western headteacher who graduated from a top university to run every school

You hire senior civil servants from Scandinavia to run the governments

Of course part of the deal is that they teach and train couple of people each, those people should be sent to western nations on work placements to see how civilized humans do things.

They won't do it. They wanna know what's in it for them. And we can't guarantee their security. These cadaans are big on the security since to them this world and life means everything

That's not necessary, we have educated people but the country is too dangerous to work in. All the Somali government has to do is create peace, invite investors and invest in their people. It's not hard wallahi the only two issues are the safety issue and the corruption. If any of these governments started developing the country we'd have so many opportunities right now.
