They get to track where every payment goes and could easily point out Al Shabaab tax payers.
Even if the tax was made in goods; we could still track it somehow.
Not only could we hamper Al Shabaab tax collection but also increase the governments tax revenue through tracking all transactions (even building tax collection into the currency).
Probably the single best move the government could do ATM with its limited capacity.
Especially with the current currency crisis spreading all over Somalia.
