Maybe because it's harder for men to lower their gaze? In that particular Verse men are told to lower their gaze first then the women are addressed thereafter.

I was referring to the Verse in the Quran which first instructs men to lower their gaze and then for women to lower their gaze and cover themselves. There's a reason why men were instructed to lower their gaze first but it doesn't mean women shouldn't lower their gaze too.
