Propaganda helps you control the narrative. If you are fighting a war but are not engaging in propaganda, you are giving your enemy the high ground because they will use it. It is a bad idea to say "we are fighting such and such administration", it makes those fighting look like rebels or spoilers. But when you say "this is a clan war" it sounds bad but it gives an equivalency in terms of who is right and who is wrong. Khatumo in general need propaganda to mobilize their population and create a story which people can rally around. This is Polity Formation 101.
