These gaaljecels built a tuulo on the road between Baidoa and Xamar. And to make matters worse are now putting isbaaros and blocking cars from moving through if they don't pay up.

You are making it sound like the gaaljecel just moved there in the past couple years. They are native to the land. It is in fact the beggars from bay and bakool 'kgs' actively trying to displace hawiye in lower shabelle. Every few months elaay flown from baydhabo cause unnecessary conflict in lower shabelle.
