You do realize this thing is only useful in the day? They place the water bottle there to direct sunlight into their homes during the day.

It's probably in one of those southeast Asian countries, where it gets stormy, rainy, humid and hot. And they clearly live in metal shacks with no windows. I'm guessing that makes things very dark, even during the day.
