Article 22: Mogadishu and the Districts of the Banaadir Region

  1. The capital city of the country, Mogadishu, will have a Capital Council consisting of 49 members, along with the Mayor of Mogadishu and the Deputy Mayor, who will be directly elected in a secret ballot by registered voters in the city of Mogadishu.
  2. Each district within the capital city of Mogadishu will have a local council, as well as a district mayor and a deputy district mayor, who will also be directly elected through a free and fair, one-person-one-vote system by registered voters within the district.
  3. The districts of the capital city, Mogadishu, will be classified into two grades: (A) and (B). The local council in districts classified as grade (A) will consist of 15 members, while the local council in districts classified as grade (B) will consist of 11 members.
  4. The classification of each district within the capital city of Mogadishu will be proposed by the Minister of Internal Affairs of the Federal Government and approved by the Council of Ministers of the Federal Government. The President of the Federal Republic of Somalia will then issue a decree confirming the classification.
