It's easy , go to Jigjiga and take couple of Somali odeys with you and give them some money, they vouch for you and you get them papers , my cousin who never been to Ethiopia before did exactly that to get a passport when he was going to India for Uni.

Dunno how long but yes, you can. I have relatives who have under the same conditions. If you have family and ancestors from galbeed you can fairly easily. Somalis get the passport even without that like Plo said.

Ethiopia is not dual citizenship.
Secondlyyou become Erhiopian through ancestry if you are somali.

I remember my late uncle who used to live in Nairobi.I was trying to get him documents from Nairobi embassy years ago and it was difficult as they required proof.

They said alit of somalis now speak amhratic so speaking the language is irrelevant.

its possible. Just go to what gobol your from and get the residency card. Then get the diaspora card after. Which gives you all the rights except passport/citizenship since they do not allow dual.

similar to this, but a yelllow card. Will say the Gobol, the degmo, have your name, id number and DOB.
