Imagine turkey doing this and Somali engineers work on it. The experience they will have will aid them in building their own drones.
I see no other reason for the CEO to be there other than what you suggested. My only concern would be it being used on the FMS and opposition.

could they not just as easily get those secrets from the houthis? also these arent cheap drones but expensive ones with parts and munitions that are not so easily made. its like having the schematics for the m1 abrams, how are you going to build it without the infrastructure and industry?
