TLDR: China is arguing that the arms embargo needs to have clear milestones for Somalia to reach in order to lift the arms embargo instead of the current year on year sanctions without any indication of what Somalia needs to do to lift it.

Russia also had an issue as apparently Djibouti and Eritrea got roped into this arms embargo.

I don't get opposing it, but also abstaining in the vote. Reminds me of Ilhan touting the fact she brought up debt relief bill for Somalia to Congress, but also didn't vote for it in the end..

Ilhan was a co-chairman of the group that drafted the bill and was the one that put debt relief in front of congress. She only voted against it when it was clear it was going through which is political posturing.

Lifting arms embargo would be dream come true to various clan militias and Al shabab. Somalia isn't ready for this as its armed and security forces aren't really well integrated.

A chicken and egg scenario conundrum perhaps. Does Somalia need a powerful central government first to no longer be under an arms embargo afterwards or is it the other way round. Personally we can have a strong enough federal government without needing the lifting of this arms embargo if we copied the UAE model of loose federalism with state rulers collectively running the whole country at the federal level

UAE isn't a loose federal system sure every emirate has its own local policy but in security economy and foreign policies is handled by the central govt with the offices of presidency and vice presidency and commander of armed forces always at the hands of Emirs of Abu Dhabi
