As with most such groups, IS-Somalia’s financial dealings are opaque. In Puntland, it generates funds by extorting businesses in the seaport city of Bosasso, as well as by helping export small quantities of gold mined in Bari.

Secondly, clan connections help the group operate in the area. Its leadership is dominated by the Ali Salebaan, a small sub-clan of the Darod/Majerteen.31 This sub-clan’s members harbour grievances about the governing arrangements in Puntland, in which its rivals, particularly the Mohamud Salebaan, are most prominent. Tensions have repeatedly flared between the Ali Salebaan and Mohamud Salebaan. One dispute in 2016 morphed into a campaign of armed resistance from the Ali Salebaan, which ended only when the Puntland authorities promised to allocate its members additional government positions.32

They are still a small fish compared to Al-Shabaab, which has revenue in the hundreds of millions annually. However, they are growing and are exploiting tribal rivalries to recruit foot soldiers. What is concerning, though, is that since this summer, they have gradually been expanding.

This is most likely because the Somali branch of Daesh, ironically, like Al-Shabaab for Al-Qaeda, is the most successful in staying alive for now and probably has capital and soldiers flocking to it from other Daesh branches.

Interesting points:

  • Mumin is now in the role of sending financial aid to other branches and is effectively the branch leader for all of Eastern Africa. His faction probably makes the most revenue.
  • Mumin is in the running to become the new caliph.
  • He doesn't tax or impose Sharia on the locals; it seems to be an arrangement where his kinsmen provide him with space to operate, most likely in exchange for money, and in return, he doesn’t interfere with them.
  • About half the group’s members are estimated to be foreign.

In one case in November 2023, the Puntland government arrested four Moroccan nationals in the Cal Miskaat mountains on suspicion of being members of the group.8 Authorities have also captured a handful of other foreigners in Puntland over the past year. Some local sources, however, suggest that many of those arrested have in fact been fleeing the group and attempting to leave Somalia.9 Among the men who may be trying to slip the group’s clutches are Ethiopians made refugees by the insurgency in Oromia, Ethiopia’s largest region, who have allegedly been enlisted or even forcibly recruited by IS-Somalia.10 Many Ethiopians escaping conflict and destitution at home cross Puntland by foot on their way to Yemen.11

This is interesting. I found it hard to believe some Moroccans made it all the way to Somalia to join a small group with branches next door in the Sahara 👀Seems like some exaggeration going on.

And the worse aspect is they use the name of Islam to do it. They claim all of Somalia is under Gaalo control or “Somali disbelievers”, yet they extort the civilians who are all supposedly under “Gaalo control”. Some one should ask Mumin how can you collect tax under Islam when you yourself are hiding in a cave and have no authority over the people, who you say are all occupied.
