We need to think outside the box if we want to get out of this never ending charade. This position might be seen as inferior for the Hawiyes and Darods, but it might be a game changer. I will put forward a possible scenario if a Darod gets this position. First of all, if a Darod gets this position, there's no way a Hawiye will become president, because the Darod MPs will vote for whoever is running against them. Secondly, let's assume the Rahanweyn gets the presidency, I highly doubt that they would prefer a Hawiye PM over a Dir PM. Rahanweyns and Dirs side with Hawiye over Darods, but it's a whole different equation with Dblock out of the picture.
One of the many reasons why we are in this vicious circle is because we have a weak, docile parliament speaker. With a strong Darod speaker, they can effectively dissolve anything that goes against their interest through the parliament. Nowadays whenever Hawiyes and Darods clash, the parliament speaker's position is often the tipping point. Darods should aim for the legislative branch of the government.
Another postive outcome is that the Hawiyes might not cooperate with a government led by Rahenweyn and Dir. Making it difficult for the new administration to function in Xamar, and therefore raising questions whether Xamar should be the seat of the government. Let's step aside and turn allies into rivals and see what happens.
Ethiopia is now pushing for Xidig who's Ogaden to be the speaker. This guy and the Ethiopians are anti-federalism. Darod should bring forward a pro-federalism hawk for this often neglected position. Yuulka would be an excellent candidate.
