I have to say Boko Haram. They've killed more people than probably ISIS and Shabaab combined. They just killed 80 people in one single spree and the total number is 15,000 murders since 2009.
They're also extremely degenerate. Al Shabaab at least allow people to study and trade. Boko Haram seem to just kidnap children, loot, mass murder and they primarily target villagers with no connection to a government or organisation which makes them super dangerous. The entire North of Nigeria has to be evacuated because this is going to be worse than the Rwandan genocide.
