A somali man from zeila by the name of Ahmed bin Omar el-Zeila'i was entrusted with the government of Luhayya in Yemen in 16th century?
I dont know if this counts as ruling but a somali guy founded a city in yemen

I don't think so. Zeila is pre islamic and have existed for at least 2000 years while luhayyah was founded in the 15th century. Another interesting thing that i once read is that the founder of mocha was an arab shiekh that has travelled to the horn of africa and married the daughter of sa'ad a-din ruler of ifat.Is that the same family as the one that reportedly founded Zeila, Sheikh Saylici?
