2010 was when SSC was created and plans for a state were discussed in earlier years.

We even had a pseudo state of sorts before even other states going back as early as 1993 right after the civil war. We were represented by the most decorated Somali foreign minister ever, Qeybe. Taking the helm of the hawd, Sool and Sanaag, he led these regions and kept the place relatively stable despite turbulent times (civil war)

Check at the bottom of the letter too (guddoomiyaha golaha), speaker of parliament, element of a state.
