I don't think honest leadership matters. What really matters is decentralisation and democratisation of power. We need local councils, mayors and district officials in Somalia not presidents.numbers would mean nothing if the politicians and the officers and elite are all corrupt and do not look after the interest of the nation

The biggest thing holding us back is a functioning judicial system.
However this is naturally due to the Frankenstein nature of Somalia/Africa. States form around economies , the lack of an economy means a state has trouble forming.

the fact they can enter and mingle in kenya with a "stable govt" but cant come into puntland is telling in itself.

Prior to fleeing to Jilib, Adan sunne was under house arrest and fled with his entire family to the south. The Somaliland regime did very little to stop his quest of terrorizing southern Somalia.
