It's mainly a police problem, Somalia needs 1 police per 500 people. This will bring peace to the nation.
A model can be implemented in Xamar where police are ramped up, spies are ramped up and all weapons are banned.

I don't think honest leadership matters. What really matters is decentralisation and democratisation of power. We need local councils, mayors and district officials in Somalia not presidents.
The biggest thing holding us back is a functioning judicial system.
However this is naturally due to the Frankenstein nature of Somalia/Africa. States form around economies , the lack of an economy means a state has trouble forming.
What we need to fight the terrorist is a president who makes it his biggest goal to get rid of them. But as long as we have a president who puts qabiilist agendas before actually fighting these terrorists.
First we need to capture all cities that are under al shabaab then we can focus on the rural areas. Buaale, saakow, jilib, jamaame, tiyeeglow, sablaale, kurtunwaarey, the list of cities under full al shabaab control are long. First we need to reach these cities establish government there and make sure that al shabaab has no cities under their control.
After that we can go on the attack and take over all the rural areas which shabaab control. The fight with al shabaab is a long one that's gonna take at least a decade before we actually get rid of them but we at least can weaken them to a mere ideology rather than the government they are now.

you seem to really under estimate how important culture is, notice how east asian and western nations put the country first and rare sell out their people or countries
the average somali is corrupt and creating mayors, local gov with power just creates more corrupt officials with state backing to loot
what we really need a Stalin or Mao or Lenin type of dictator who whoops state bad actors and also builds the nation/state
we are not Norway or Canada where local mayors will look after the interest of their area, we are primitive corrupt Africa and backward, so we need a ruthless dictator who keeps them in hard line and is also super focused on building a strong honest state
so what you want abut these dictators, they built their countries form ground up and were not obsessed with qabil or family taking over or stealing money

Terrorist Adan Sunne Traveled from Hargeisa to Jilib without being questioned or stopped by neither the Somaliland regime, Puntland administration or FGS forces who equally control the territories he used to cross into Shabab’s main town.
Prior to fleeing to Jilib, Adan sunne was under house arrest and fled with his entire family to the south. The Somaliland regime did very little to stop his quest of terrorizing southern Somalia.
I am 100% convinced all those regions and clans want Jubbaland to fail. Thus the way they ship their scum terrorist to our lands
