As much as i love dowladnimo, disarming the dominant clan of Mogadishu while not doing the same in JL and in Puntland is very dangerous move.
As we know there is no real reconciliation and the clans are still in a state of war.

The best solution is not to disarm them but to them up in the army and police. Discipline them.
