Djibouti was probably right in what they did. What probably happened is that Somaliland gave fishing permits to the egyptian trawler in waters that do not belong to it. The trawler goes into Djiboutian waters, Djibouti obviously has radar and noticed. They try to board the trawler, but there are Somaliland soldiers on it for security. They call for backup and this happens. Somaliland will become a real pariah entity if they continue to bother Djibouti, which has many powerful allies. Djibouti's navy may not look so good, but they are trained by the US navy.

Ismail omar gueele is trying to distract his people from the internal political problems at home. Lately he has been utilising he's propaganda machine to new levels due to increasing attention towards his third presidential term, currently the elections in Djibouti are coming up and he will engage in vote rigging to secure a another presidential term for himself.

This incursion into somalilands territorial waters is not going to save him from the inevitable reckoning that awaits all dictators

What happens inside of Somalia is totally different than what happens outside of it.

Its true, the federal government led by his Honorable HSM doesn't control much of the country (Galmudug, Puntland, Somaliland, Jubbaland, Koonfur Galbeed and Khaatumo), but it represents them in the global International arena.

The Djibouti ambassador to Somalia should be summoned to explain why a Somali citizen was shot and killed in International waters.
