I think the reason why somalia fails time and time again is because first of all it is very unjust to the weak, those from smaller tribes and has been dominated by the big 2.
Second, there is never actually any reconcilation or accountability. Former warlords, their family, their clansmen are given new positions in government and time and time again wolves are put in sheep clothing, or as they say, "lipstick on a pig"
Third, there is cognitive dissonance when it comes qabil. On one hand people want to benefit from their clan label, use it to get into politics and other social things, defend their clansmen no matter what they do, try to shift blame on others and away from themselves, but on the other hand they want to keep their good names and not be associated with those things. So in other words benefiting from tribslism and defending and protecting criminals while at the same time pretending to be above it all or "past that" when really no one is past anything otherwise there wouldnt be a need for a 4.5 system or so many clan squirmishes
