Why don't you clarify is you read the article it clearly states that it's divided into two categories.

No lorries to enter the port where the ships are being unloaded and those that are allowed must wear PPE and secondly the must wait outside as their goods are brought outside the container yard. They're basically making it more professional if you've seen ports around the world there's a designated area for trucks. These drivers were so used to the status quo and are not familiar with procedures
