why am I seeing chariots of mandem riding these electric scooters?

This was not a thing until 2018 and now I can't go a block without seeing one.

My neighbour works for the council and this week they had a meeting, they are planning to ban it. Police are already handing out fines. If you are a car driver you will hate these e-scooters, they don’t obey traffic rules, they are also hard to spot at night as they have no lights.

they’re very convenient. about a week ago, I had to take the bus back home, and it started raining heavy. Its a 15 min walk from the bus stop to my house, I unlocked the scooter for $0.35/min and it was a 3 min ride loool
