This general whom replaced Gabre, has been assigned to S/land region only, while Gabre deals with the more stubborn Koonfur.
He has an office in Hargaisa and serves the same function as Gabre, eavesdropping on every meeting, threatening MP's, but he does so it in a more private covert manner while Gabre is more public and likes the adulations and PR it brings. This has been ongoing for decades.
Much like Gabre the king of the south, the king of the North General Berhe Tesfay is loosing control and influence over his precious fiefdom.
His verdict on the port deal, "S/land has to allow us to be able to use the port, that's the most important thing"
Should be interpreted as a massive defeat, up and down the country their influence is waning rapidly due to geopolitical change in the region and other players.
Sovereignty is slowly coming back to the nation once again.
