For most people the word propaganda carries negative connotations. I think the understanding of the word you have in mind can be applied to anything.

All major Somali "border" cities will be unified, Gaas will agree to that so as to gain presidency.

You can start a new TV show "meet the HGs"

It means misleading to most people at the least. It carries negative connotations and most people will understand it that way. The information in the video was true.

Puntland would not benefit from unifying a city, they would have everything to lose <--fact
