In Australia there is states and territories, not every area has to meet state definition in order to be autonomous and represented in the federation.

There are alot of legitimate regions who can be called territories like Khatumo Territory and even GM has to be redefined as a Territory. Mogadishu since its the capital also can take upon on Territory status.

The only rule for territories is they receive a reduced portion to regional states, very much reduced, they can't have more then 30% of what real states have is the formula.

Give Khatumo and Banadir their 2 senators as territories and remove it from GM share as they are Territory with state privileges.

There is like 7 emirates which is exactly a Territory in UAE, smaller then one State in Somalia in area and population. Why is Federalism not crafted better to respond to on ground realities.

I think the issue is u need a rotation, a win win solution and stop the zero sum, winner takes all, and everyone else is isolated, punished, disempowered.

I agree with the territory idea, However Federalism is useless without security and clan reconciliation in the South. The FGS created federal member states on top of lands partially controlled by Alshabab and the rest by warring clan factions. That will not work.
PL has been demonized for supporting the Federal charter and the provisional Federal constitution from day one. Federalism is TPLF blah blah blah.
It's not PL's job to be the sole protector of the constitution and fight every administration that comes to Xamar.
We should seek a 1 country 2 system agreement with the FGS, PL could be a semi-autonomous administrative region in the republic of Somalia. The rest of the country can be a unitary state if they want.
