Ethiopia is a civic-state based on set values, while Somalia is an ethnostate based on having a common language, culture and religion. The reason why Somalia and Ethiopia got along was because of internal power-struggle and common interests against Kenya.

Now that Somalia beef with Kenya is coming to an end soon with ICJ ruling, and with FGS consolidating power to become an actual federation. FGS needs to give itself legitimacy to rule over the states and clans; the fastest way is to use ethnonationalism, which would threaten Ethiopia survival, as then Ethiopia dealing ripple of effects Somali Nationalism with their ethnonationalist movements.
