We only can speculate, maybe they see ssc as part of Puntland, and getting their sign is like getting part of Puntland onboard, and with bit of mental gymnasium they can say they got the approval from Puntland.

I see it all as desperation to try to give this a veneer of legitimacy but they never have anything to offer hence SSC telling them to get lost

I'm not from SSC khaatumo , I might defend them against the secessionist (so called Somaliland) .

I hope Puntland and SSC khaatumo sort out their differences.
We are united in our defence .
