They basically trained glue-sniffing sociopaths to topple the despot government in 1991, these killers are now adults and their "leaders".
Why are we still surprised that South-Central Somalia is occupied by AMISOM and is unorganised and highly corrupt?
People need to clean their own houses.
Imagine if we let pirates and thieves rule Puntland, or worse, we made them our elders like Oday Diirye and Xaaf who threaten Shanshiyo and other minorities and who live in stolen houses.
