I agree but most grants come with conditions, 40 million will be allocated to education and especially helping girls get back into school.

This is not really Somalias money its the world banks money and has conditions.

I disagree. I am certain if Somalia said that a huge priority need for the country is the building of key infrastructure like roads, and outlines the huge benefits that it would bring to the whole population, then I doubt the World Bank would insist otherwise.
Somalia's government is not alone in not understanding that this should be it's priority right now. It is a problem that besets all Somalis. We all want shiny buildings and don't understand the immense value of core infrastructure like roads and bridges.
