is Chinese road different from other roads like is it cheaper?. $445k per km highway road seems very cheap.Pointless to use grant money for anything other than tangible infrastructure. Education, health etc… are a waste of time at our level of development. Somalia needs roads.

I disagree. I am certain if Somalia said that a huge priority need for the country is the building of key infrastructure like roads, and outlines the huge benefits that it would bring to the whole population, then I doubt the World Bank would insist otherwise.I agree but most grants come with conditions, 40 million will be allocated to education and especially helping girls get back into school.
This is not really Somalias money its the world banks money and has conditions.
