On what basis?

Do you think people are randomly pedophilic? Sexuality is mental. Imagine it in the context of your drive for women, presumably, but that it was prebusecent children that got you off. Do you know there are people who take doses of chemicals to completely kill their drive for sex in the interests of not wishing to abuse children? This is what is meant by the term "virtuous pedophile" in the title, those who actively abstain and seek help.

Acknowledging these people exist and talks of rehabilitation doesn't mean pedophilia will be legalized in West. For that to happen, children will first have to have been given legal autonomy.
