Executive Summary

The Gedo region, located in the Jubaland state of Somalia, is home to diverse communities, including the Marehan clan. This comprehensive development plan aims to foster political stability, economic growth, and social cohesion in Gedo, with a particular focus on the Marehan community. The plan is based on principles of inclusivity, sustainability, and resilience, and it is designed to address the unique challenges and opportunities of the region, including the potential of the Jubba River and the strategic location of the region at the border of Ethiopia and Kenya.

Political Development

1. Strengthening Local Governance: We will work to build the capacity of local institutions and leaders in key towns such as Garbahaarreey, Luuq, and Doolow. This includes providing training in governance, conflict resolution, and human rights, as well as support for democratic processes such as local elections.

2. Promoting Political Inclusion: We will promote the political inclusion of the Marehan community and other marginalized groups. This includes advocating for their representation in local and regional government bodies and ensuring their voices are heard in decision-making processes.

3. Building Peace and Security: We will work to address the root causes of conflict in the region, including resource-based conflicts and political marginalization. This includes supporting community-led peacebuilding initiatives and working with security forces to ensure they are accountable and responsive to the needs of the community.

Economic Development

1. Agriculture and Livestock Development: Given the importance of agriculture and livestock to the local economy, we will support initiatives to improve productivity and resilience. This includes providing training in sustainable farming practices, supporting access to markets, and promoting livestock health and disease prevention. We will also establish livestock markets in key towns and provide veterinary services to prevent and control diseases such as Rift Valley Fever and Brucellosis.

2. Promoting Entrepreneurship and SMEs: We will work to create an enabling environment for entrepreneurship and small and medium-sized enterprises (SMEs). This includes providing access to microfinance and business training, as well as advocating for policies that support SMEs.

3. Infrastructure Development: We will advocate for investment in critical infrastructure, including roads, water systems, and energy. This includes constructing a road network connecting key towns such as Garbahaarreey, Luuq, and Doolow, and improving cross-border infrastructure with Ethiopia and Kenya to facilitate trade and mobility.

4. Harnessing the Jubba River: The Jubba River is a key asset for the region, providing opportunities for irrigation, fishing, and hydroelectric power. We will work to develop sustainable management plans for the river, including irrigation schemes for agriculture, fishing cooperatives, and exploring the feasibility of small-scale hydroelectric power plants.

Social Development

1. Education and Skills Training: We will work to improve access to quality education and skills training for all, with a particular focus on girls and young women. This includes supporting teacher training, school infrastructure, and vocational training programs.

2. Healthcare Services: We will advocate for improved access to healthcare services, including maternal and child health, mental health, and communicable disease prevention and treatment.

3. Promoting Social Cohesion: We will support initiatives that promote social cohesion and inter-clan harmony. This includes supporting cultural events, sports, and other community activities that bring people together.

The success of this plan will depend on effective implementation and monitoring. We will work with local communities, government bodies, and development partners to ensure that activities are carried out effectively and that progress is tracked and reported. We will also ensure that there are mechanisms for feedback and accountability.

Moving the regional capital from Garbaharey to Luuq as it is on the river and located on the main road from Mogadishu with a direct connection to Dolow and Beled Hawo. The river provides fresh water and is also a recognizable regional character. The shape of the river provides a unique opportunity to develop a stunning city.

Regions that the juba and shabelle river runs through should be prioritized but the FGS ministry of agriculture does not even bring in equipments for farming or any plans to prioritize the rivers. Damn’s should be built to stop flooding and provide electricity.

these three FGS ministries have to be the most useless no one knows even what they do or achieved, ministry of agriculture, public works, water and energy.

Garbaharrey has the most marehan's per capita in Gedo, and you'd risk moving it to Luuq, weren't you making a point about clan politics.
all luuq is good for is its horses, and nothing else, and horses are going extinct, so we'll see how that turns out.

Garbaharey has no water and no future. It may be more centrally located but that doesn't mean anything as it is neither close to a road or a river. Whereas Luuq is located between all the main towns and the road to Mogadishu. It's a no brainer. Clan politics is moving it there in the first place. Luuq can be a logistics hub with boats using the river and trucks passing through from ports Mogadishu and Kismayo to southern Ethiopia.

The original Baardheere dam project was meant to supply Mogadishu with electricity. However closer neighboring Kenyan counties such as Mandera are not connected to the Kenyan grid. Excess electricity could be sold to remote parts of Kenya and Ethiopia.
