Ethiopia could've sleep walked in to Somalia at that point. The disastrous failure of the 77 invasion left the regime exposed. They were begging for Ethiopian truce and American assurances the communist block would keep the Habesha at bay. By the mid 80s they ran to Mengitsu groveling to stop providing a launch pad for the SNM
