Don’t get me wrong, the country is federal and power is shared among states to local admins. I’ve noticed this Governor is trying to have the powers of the President and the Interior Ministry (Waziirka Arrimaha Gudaha) position which is impossible.

I’ve noticed how he also used the Jubaland State logo while at the same time claiming to be under the FGS, also said he notified the “Deputy Ministry” of Jubaland which I assume is also from his clan?

Naming the positions of District Commissioner's, Governors, Mayors are the job of the Interior Ministry and the President, not the Governor. The Governor can name a village commissioner or Xaafad, and a Afahayeen (spokesperson) and collaborate closely with the DCs as they come under you in the region.
