Until the FGS is able to secure upwards of at least 100 million annually for security alone from internal revenue sources, this country will always be beholden to foreign meddling in its armed forces since foreign countries are paying for training, salary, etc.

It is impressive that Somalia can't stop another country from paying money to Armed Forces inside Somalia.
