He owns the land that contains both the landmark Tomb and Masjid Qiblatain. He inherited the keys to these sites from his forefathers who held ownership of these sites for over 200-300 years. He comes from the Gadabursi Bahabar Muuse subclan.

Such a site should belong to the government and studies should be encouraged. Nobody checked out the mosque with a thorough investigation. Also the two qibla thing doesn't make sense. From Zeila both Mecca and Jerusalem are on the north side so no need for two qiblas. At the times of the prophet in Medina they used two qiblas with opposite directions(mecca-south and Jerusalem-north)

The land is private and inherited well before colonialism. The Somaliland Ministry of Religion oversees that the sites are being taken care of. However the land is private land.

There was a French team that did archeology in the city and surveyed the Ruins of the Masjid. In the results they published they mention that although the building is mostly in ruins they could still make out the two seperate Qiblas, one facing Northwest towards Jerusalem and the other faced North towards Mecca.

Here's the excerpt where they talk about it and its translation on the left hand side.
