I understand their response, drought is forseeable yet we keep having them ever 4 years.

Look at it from the western point of view:

Every 2-4 years a bunch of black people from far away places come into their living rooms trough the tv and beg for their hard-earned money to fill a void that does nothing for them every 2-4 years.

They have managed to avert famine trough unity and societal cooperation, and they see us focused on not letting the neighboring clan get an inche, and then having the audacity to ask for their money.

In the end this famine is man-made. We treated the land poorly, so there was no grass to contain the water, and we used the available ressources to fight each other instead of building institutions capable of handling the drought, which was foreseeable.

Cynically, having fewer of us would lead to less need of money to future drought victims.
