How accurate are 3rd cousin matches

I have many 3rd cousin matches, some of whom sharing 0.77, 0.89 and 0.99 % DNA. How accurate is this ?
I didn't get any 2nd cousin matching which I didn't expect to anyway.

Sometimes they can be 4th cousins that just made the cut off point of similarity to be considered 3rd cousins, but anyhow, it isn't in the ancient past. You are related in the past century and a half.

A real life third cousin of mine with a known shared great-great grandfather only share 1.5%.

How do you know you have the same material grandmother. Is there a way to find that out on 23andme ?

I have a 3rd cousin we share 1.20%. He completed freaked out when I contacted him as if I exposed a family secret or something and denied any potential relationship. It was kinda weird.
